Explanation: When a moving bus suddenly stops the luggage tends to continue in the the state of motion. Hence it falls from the roof ,Due to inertia of motion. To avoid falling of lauuage it is tied nd heavy luggage that can’t be tied properly are not allowed to be kept at roofs.
