What makes paper kosher?
This is determined by the type of sizing or additives that were added to the paper at the mill. Some sizing additives may not be kosher. However, those added at the pulp stage are in such minute quantities that they are effectively botul, nullified. Even so, Star-K ensures that kosher alternatives are used.

The consensus of the OU’s poskim (rabbinic authorities) is that the following may be used on Passover without certification: Aluminum foil. Aluminum foil baking pans. Baby ointments.
Does sugar need to be certified Kosher for Passover?
Sugar — All white, granulated sugar is acceptable for Passover without special certification. Powdered sugar and brown sugar, on the other hand, do require a Passover hechsher. (During the rest of the year, brown sugar and powdered sugar — like white sugar — can be purchased without a hechsher.)
