What causes the choke light to come on?

If the choke light comes on, it means that either the 20A choke fuse has blown, or the oil pressure switch has gone open. As August said, the light could be due to an oil pressure drop. Could also be a bad oil switch, or a flakey fuse connection.

How do I know if my choke heater is working?

Re-probe the choke heater and you should have full 12 volts. In addition, the Choke Light should be OFF in the dash. Watch the choke for 2-3 minutes and it should relax and open. If the choke functions with the OPS bypassed, replace the OPS.
